Nous avons découvert le problème à la dernière minute, et laissé notre voiture à l’hôtel à Nicosie, nous rendant à Kyrenia en taxi (envoyé par l’hôtel du Nord à notre hôtel du Sud pour 55€). Voici ce que Europcar nous répondu (il est inadmissible que les agences de location n’attirent pas l’attention des clients sur ce point, qui n’a pas de solution satisfaisante):

Question: Can a customer drive in North Cyprus?
Please note that whilst anywhere in South Cyprus there are no restrictions, when someone drives into the North Cyprus there are certain conditions.
A rental car can go into the North but this will be done at your own risk in terms of our car. In other words in case you have a breakdown or accident or you need assistance we will try our best to assist you but any cost related to this, it will be your responsibility. The same it will be true for any inconvenience you may face in terms of delay or lost time.
In the meantime please be aware that our insurance covers cease to apply by the time you cross to the “North”. At the passage, you will be asked to buy an insurance cover by a Turkish Insurance company, however be aware that the cover is very limited and it is not according to the European Union standards. The part of Cyprus that is currently in control of the Turkish army is excluded from the EU legislation. Therefore, before you cross over you need to stop at the boarder at a Turkish insurance broker and buy insurance cover for the car. It is required by the Turkish law to have 3rd party insurance for the north. To the best of our knowledge, the Turkish Third Party policy will cover up to 50,000 Turkish Lira (compared to 1m euro in the European site) for property damages and up to one million TL (compared 30m euro in the European side) for bodily injuries… The policy costs approximately 20 euro for 3 days, or 35 euro for one month.
Besides the above covers, In the relation between you as a customer and ourselves as a company (Europcar Cyprus) you will be held solely responsible to cover any financial cost that may arise. It will be your responsibility to compensate us 100% for any costs related to our vehicle and it will be your responsibility to clear or claim any compensation with the Turkish insurance companies.
Finally please note that telephone communication between the Southern Cyprus and the North does not exist. We might be able to communicate only if you are using a foreign cell phone which will be handled via a Turkish mobile telephony.
