J’étais confronté au même problème que vous mais j’ai eu une réponse d’un CBP ESTA officer, après avoir farfouillé partout sur le site officiel de l’obtention d’ESTA, une addresse email ou un numero de telephone (https://help.cbp.gov/app/answers/list/p/0/c/0/kw/esta/search/1 tout en bas le CONTACT US).
Cette réponse me dit que ce n’est pas nécessaire de faire changer la réponse car cette information n’est pour le moment qu’indicative. Ci dessous, l’échange de mail. (Trois semaines pour la réponse, si vous avez besoin de la preuve formelle ).

I’m C from France and I applied for
an ESTA this year. I was going to Costa Rica via Houston. Thus,
I checked for “transit” passengers.
But I’ve learnt that I’m going one month to USA this year and
I would know if a need to re-do a ESTA demand with ‘stay in USA’ or if this previous ESTA is alright for coming.Could I modify it ?

Generally you would answer yes if you will ONLY be transiting the United States and will not be spending any time here on your travel. At this time the in transit question cannot be updated. You would have to reapply to make the correction, but you are NOT required to reapply if this is the only incorrect information on the application. The “in transit” question is used for data gathering and does not limit your travel through/into the USA.
